The claims of most Protestant scholars not withstanding, “these kings” can be none other than the Roman Empire. The kingdom of God would be established in the the days of the Romans.
The second triple “double” would be Joel 2. In that passage, the prophet foresees the day when the Spirit of God would be poured out on all flesh. “and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit. And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke. The sun shall be turned into darkness, and the moon into blood, before the great and the terrible day of the LORD come. And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered” (2:28-32).
The third of the triple is the fulfillment of the first two – Acts 2. Christ has risen from the dead and ascended into heaven. He has sent the Holy Spirit on the apostles in order for them to preach the kingdom of God. Peter quotes from Joel 2 beginning in verse 16. Peter also tells us that Christ has received His kingdom and is now sitting on His throne (2:30).

Other passages also point to the establishment of the kingdom in Acts 2. Jesus said some of His contemporaries will not die until they see the kingdom established (Mark 9:1). That view was yet future from the time of Jesus. But Paul writes in Colossians 1:13 that the Christians in Colossae had been “translated into the kingdom of His dear Son.” That’s past tense. That is looking back at Acts 2.
So, the Bible’s triple double shows us that God keeps His promises. God wants all men to be saved. And God puts the saved into His kingdom.
