In contrast with Jews who were entangled in sin which the law could not extirpate (see chapter 7), Christians can fulfill the law as they walk according to the Spirit (vs 4). If one’s mind is set on living a fleshly life, then he/she will not walk according to the Spirit and, therefore, cannot please God (vss 6-8).
Christians, however, live in the Spirit as they walk in the Spirit, according to the directions of the Spirit (vss 9-11). Remember that in those days, there was not written word of Christ or at least, it was not as widely disseminated. But, the testimony of the Spirit was heard through inspired apostles and prophets. But, either way, the focus is on walking according to the directives given by the Spirit. The Spirit can make our bodies alive (vs 11).
So it is that Christians are obligated to live according to the Spirit (vs 12), which means we put to death the “deeds of the body” (a reiteration of his point from chapter 6). If we are led by the Spirit of God, then we will become “sons of God” (vs 14). This is not a natural sonship; only Jesus has natural sonship. Rather, this is an adopted sonship (vs 15). At which point, the Spirit testifies with our spirit that we are following His directives and are, therefore, children of God.

As children, we are heirs of God and fellow-heirs with Jesus Christ (vs 17). That means that we will also suffer with Him yet we will be glorified with Him. The sufferings we experience now cannot be compared with the glory that we will receive from Him one day (vs 18). God’s creation (which I read as a reference to His human creation in general) waits eagerly for God’s children to be revealed (vs 19). That creation has been subject to futility, in hope.
That creation can be set free from its slavery to corruption to freedom of the glory of the children of God, if they will walk in the Spirit as well (vs 21). The creation groans within itself, being slaves to corruption. We, Christians, also groan within ourselves, eagerly waiting the redemption of our bodies, when our adoption as children will be consummated (vs 23).
Christians hope for that redemption. This hope saves us as it motivates us to persevere in the Christian life in walking with the Spirit (vs 25).
