One goat was offered as a sin offering. The other goat would symbolize the carrying-away of Israel’s sins.

The sprinkling of the blood of the goat would make atonement for the Holy Place (verse 16). With the live goat, Aaron was to lay both his hands on the head of the goat and confess over it all the sins of the people. He consequently put them on the head of the goat and send it away into the wilderness through another man who stood nearby. The goat then carried all the sins on itself to desert area, and the man would let the goat go free. In that way, it symbolized the carrying-away of the sins of Israel (verses 21-22).

The New Testament writers do not refer to Jesus as the “scapegoat.” I do not know why but He is presented as the “sacrificial lamb.” Yet, in light of the goat from Leviticus 16, Jesus does make atonement for us. In Romans 5:11, Paul writes: “we also rejoice in God through our Lord Jesus Christ, through whom we have now received reconciliation” (KJV has “atonement”).
