In order to bring Jesus into the world, God created a people through whom Jesus would be born. This people was in fulfillment of God’s promise to Abraham, Isaac, and Jacob. This nation, Israel, laid the ground work and provided much of the imagery which the NT writers would use to describe the church of Christ, the true Israel of God (Gal. 6:16).
If God wants “all men to be saved,” 1 Timothy 2:3-4, then His intention has always been to call, to form a people. The church, indeed, is a social group even as it is a spiritual entity.
